The Ontario Ministry of Transportation (MTO) has retained Stantec Consulting Ltd. to undertake the Preliminary Design, Class Environmental Assessment (EA), and Design Build Ready Study for new interchange ramps at Highway 401 and Southminster Bourne. This study will review existing conditions, develop and evaluate potential ramp alternatives, identify potential impacts, and develop preliminary environmental mitigation measures. A Recommended Plan will be confirmed at the completion of the study.

The study area is located within the Municipality of Middlesex Centre, Township of Southwold, Elgin County, Middlesex County, and the City of London.

An online Public Information Centre (PIC) has been scheduled to present and gather feedback on existing conditions, the evaluation of the ramp design alternatives, and the Preferred Design for the improvements. The PIC displays will be available for review on this website from September 16, 2026, to October 7, 2026.

The Transportation Environmental Study Report (TESR) Addendum for the Highway 401/Bloomfield Road Underpass Replacement and Interchange Reconfiguration project is now available. The TESR Addendum will be available for an extended public comment period from Thursday, March 31, 2022, until Wednesday, June 1, 2022.

In 2008, the Ontario Ministry of Transportation (MTO) completed a Transportation Environmental Study Report (TESR) for Highway 401 Improvements that recommended improvements at the Bloomfield Road interchange and underpass (GWP 80-00-00). In 2019, MTO retained Stantec Consulting Ltd. to review and update the 2008 TESR-approved plan for improvements to the Highway 401/Bloomfield Road interchange, and document changes in a TESR Addendum.

The TESR Addendum will be available for an extended public comment period from Thursday, March 31, 2022, until Wednesday, June 1, 2022, at: www.highway401tilburytolondon.ca.

An online Public Information Centre (PIC) has been scheduled to provide an opportunity to review the existing conditions, potential impacts, and proposed improvements associated with the Bloomfield Road Underpass Replacement and Interchange Configuration project. In light of the COVID-19 pandemic and associated physical distancing requirements, the PIC will be hosted online. The PIC, with a recorded presentation, will be available on the study website at www.highway401tilburytolondon.ca from Tuesday, May 18, 2021, until Tuesday, June 1, 2021.
